Community Meeting on Tobacco Product Waste

In 2019, the Santa Cruz City Council joined jurisdictions across the country by adopting a Health in All Policies (HiAP) approach to support community health and well-being across different departments and systems.

In this CORE Coffee Chat, we explored the pros and cons of policies addressing an issue that affects public health, equity, and sustainability: the waste created by tobacco products.

This particular issue, like many policies under the umbrella of HiAP approaches, highlights many conditions at once, using the lens of systems and policies. In particular, it combines a focus on a public health issue (the adverse effects of tobacco use) as well as an environmental one, with many tobacco products such as vape cartridges, cigarette butts, and packaging showing up in parks and beaches as hazardous litter. Like other problems targeted by HiAP approaches, this particular topic raises equity questions as well, including who is most impacted by the adverse health effects of tobacco and which neighborhoods are most affected by tobacco waste.
